I created a notice, however, no emails were sent.

Ensure that the “Notify parents” button has been activated prior to publishing. You can check this if you go into “Maintain Notices”  and select “edit” in the “Actions” drop down. The home groups/custom groups also have to be selected prior to publishing the notice.
